### Highlights

-   TF Transport Services LLC logged a 100% out-of-service rate across 13 inspections, meaning every inspected vehicle was pulled from service. 
-   The 'largest fleet' leaderboard is dominated by data anomalies: the top entry, Reliable Transporters, reports 2,099,979 power units against only 2 drivers. 
-   FedEx Corporation recorded 3,279 crashes over the trailing 60 months, the highest raw count in the dataset, but only 0.02 crashes per power unit. 
-   Transco Leasing Co Inc grew its reported fleet from 27 to 2,106 power units, a 7,700% increase, the fastest growth rate in the dataset. 
-   Seven of the 25 carriers with the worst violation ratios are registered in Texas, more than any other state in that leaderboard. 

The most arresting pattern in this dataset is not found in the crash or violation leaderboards but in the largest-fleet rankings, where the top 24 entries are almost certainly data artifacts rather than operational realities. Reliable Transporters (DOT 2950477) reports 2,099,979 power units with 2 drivers; the next several carriers cluster around 599,994 units with driver counts between 1 and 12. Every carrier in the top 25 of this list carries an authority age of 0 years and operates exclusively in intrastate non-hazmat service. The figures are consistent with systematic data entry errors, likely reflecting placeholder or default values entered during FMCSA registration rather than actual fleet inventories. The pattern likely reflects a known data quality issue in self-reported FMCSA filings, where carriers entering round or near-round numbers populate the upper tail of the distribution. Anyone using raw FMCSA fleet-size figures for market sizing should treat this leaderboard as a data quality diagnostic rather than an operational ranking.

The violation ratio leaderboard presents a different, more operationally meaningful picture. DATAJO TRUCKING LLC leads with 18.1 violations per inspection across 10 inspections, and four carriers in the top 25 achieved a 100% out-of-service rate, meaning no inspected vehicle was cleared to continue operating. The 25 carriers on this list collectively span a range from 10 to 33 inspections, so the ratios are based on small samples; a single inspection with an unusually high violation count can move a carrier to the top of the list. Three carriers with state codes of SO and SI, likely Sonora and Sinaloa in Mexico, appear in the violation leaderboard, pointing to a cross-border inspection pattern worth monitoring separately from domestic carriers.

In the crash leaderboard, fleet size is the dominant predictor of raw crash counts, which is expected. Federal Express Corporation reported 3,279 total crashes over the 60-month window against 138,481 power units, a rate of 0.02 crashes per unit. Western Express Inc and NJ Transit Corporation both logged 0.19 crashes per unit, the highest normalized rates among the top 25, despite ranking 13th and 19th by raw count respectively. The presence of a public transit operator (NJ Transit) and a school bus company (First Student, 665 crashes, 7 fatalities) in a motor carrier crash leaderboard reflects the breadth of FMCSA's registration scope, not a like-for-like comparison with for-hire trucking fleets. Over a five-year horizon, the composition of this leaderboard has remained concentrated among the same large national carriers, which is consistent with market share consolidation at the top of the for-hire trucking segment.
