### Highlights

-   California alone accounts for 13.75% of all FMCSA-registered motor carriers, with 380,476 carriers on record. 
-   The top 5 states (CA, TX, FL, NY, GA) collectively hold 40.2% of all registered carriers despite representing a fraction of US geography. 
-   Florida carriers average 47.4 power units per carrier, well above California's 34.1 and Texas's 31.1, suggesting a different fleet composition. 
-   Massachusetts carriers report an average fleet size of 96.4 power units, nearly triple the national pattern implied by most large states. 
-   FMCSA registration data spans 115 distinct state and territory codes, including Canadian provinces and a small number of international entries. 

The sharpest divergence in this dataset is not between the largest states by carrier count but between carrier count and fleet scale. Florida, ranked third by carrier count at 193,784, reports total power units of 8,346,984, which exceeds Texas's 7,244,509 despite Texas registering roughly 61,000 more carriers. That gap implies materially larger average fleets in Florida (47.4 power units per carrier) versus Texas (31.1), a spread that likely reflects the concentration of larger intermodal, port-adjacent, and regional distribution fleets operating through Florida's logistics corridors rather than the owner-operator-heavy composition more common in Texas. Georgia presents a similar pattern: 137,005 carriers but 7,222,874 total power units and an average fleet size of 57.6, the highest among the major states, consistent with the concentration of large national carriers and third-party logistics operations anchored around the Atlanta freight hub. Massachusetts is the clearest outlier among mid-tier states, with 48,841 carriers reporting 4,423,415 total power units and an average of 96.4 power units per carrier, nearly double Georgia's already elevated figure. That number warrants scrutiny, as it may reflect data artifacts, holding-company registration structures, or a concentration of larger specialized fleets, though the data as reported does not resolve which explanation applies. California's dominance by raw carrier count, at 380,476 registered carriers or 13.75% of the national total, is consistent with sustained growth in small and micro-carrier registrations over the past decade, a trend driven in part by the expansion of app-based freight brokerage and the conversion of independent contractors to registered entities. The five-year trajectory embedded in the 60-month time series, while not disaggregated here at the state level, situates the current 2,767,392 total carrier count within a registration environment that has expanded considerably from levels seen in the early 2020s, when pandemic-era freight demand and rate spikes accelerated new authority filings across most states.
