    The most consequential shift in this dataset is not inspection volume but the sustained and accelerating rise in driver out-of-service rates, a metric that had been flat or declining for most of 2023 and 2024. The driver OOS rate stood at 4.57% in January 2024; by July 2026 it had reached 7.50%, a increase of roughly 64% over 30 months. That trajectory diverges sharply from vehicle OOS rates, which have moved in a much narrower band: the vehicle OOS rate was 13.65% in January 2024 and 15.78% in July 2026, a comparatively modest rise. The two metrics, which had tracked closely through most of 2022 and 2023, are now running further apart than at any point in the 5-year window, suggesting that whatever is driving the deterioration is more concentrated in driver compliance categories than in mechanical or equipment defects.

    The overall violation rate also moved higher in the most recent 12 months. The average violation rate in the trailing 12-month period was 57.3%, compared to 55.7% in the prior 12 months. April 2026 produced the single highest monthly violation rate in the dataset at 59.39%. For context, the same month one year earlier, April 2025, recorded a violation rate of 56.95%, meaning the year-over-year increase at the April reference point was roughly 2.4 percentage points.

    Inspection volumes tell a separate story. The trailing 12-month total of 2,716,524 inspections is lower than the prior 12-month total of 2,896,057, a decline of approximately 6.2%. Higher rates on a modestly lower inspection base indicate that the deterioration in compliance metrics is not primarily an artifact of enforcement targeting or blitz activity inflating denominators.

    The pattern in driver OOS rates is consistent with tighter enforcement of hours-of-service and license-related violations, or with a shift in the composition of the driver pool under inspection, though the data alone cannot isolate the cause. Taken against the full 5-year backdrop of roughly 10.8 million inspections and 17.7 million violations, the current driver OOS rate represents a meaningful departure from the relatively stable 4.6% to 5.2% range that characterized most of 2023 and 2024.
